Azusa Awards Academic Scholarships to Four Residents

Azusa, Duarte, and Irwindale Form JPA to Manage L'oreal Park
The City Council considered and adopted a resolution approving a Joint Exercise of Powers (JPA) agreement between the cities of Azusa, Duarte, and Irwindale to form the North San Gabriel River Open Space and Recreation Joint Powers Authority. This JPA aims to manage, lease, and revitalize L'oreal Park, a 26-acre federal land parcel. The agreement follows years of collaboration among the three cities to reduce encampments in the riverbed area and address issues stemming from the park's closure by LA County Parks and Rec and its use for hazardous waste sorting by the EPA. The JPA will provide financial and legal protections, enabling negotiation of a long-term lease with the Army Corps of Engineers. The initiative is supported by seed funding from Senator Rubio's office and aims to reopen and improve the park, with future funding anticipated from regional sources. The governing body will consist of appointed officials from each city, with a five-vote requirement for passage.
Azusa Seeks Opportunity Zone Designation to Spur Downtown Investment
The City Council adopted a resolution supporting the nomination of census tract number 06037400602 for the state's Opportunity Zones 2.0 program. This census tract, encompassing downtown Azusa and areas along Route 66, was deemed eligible due to poverty rates (22.58%) and median income below 70% of the area median income (68.56%). The program aims to incentivize long-term investments in economically distressed communities through tax incentives. The city has already made significant public investments in this tract, including upgrades to the James Lawson Community Pool, Foothill Boulevard pavement rehabilitation, downtown improvements, and the South Reservoir construction project. The resolution will be submitted to the state as part of the application, with the governor to nominate 25% of eligible census tracts statewide.
City Council Approves Consent Calendar and Successor Agency Warrant Payments

Azusa Approves Refuse Rate Increase Amidst State Mandates
