Burbank Council Discusses Golden State Specific Plan; Union Advocates for Hotel Development Agreements
The Burbank City Council is considering the draft Golden State Specific Plan. Unite Here Local 11, representing hospitality workers, has urged the council to require development agreements for all hotel projects within the plan area. They argue this is necessary to prevent hotels from consuming sites intended for housing or industrial development and to ensure community benefits and mitigation of hotel impacts. They cited examples from other cities like Warner Center Park and Glendale that have similar requirements. The plan itself rezones significant portions of land from M2 general industrial to Golden State mixed or Golden State creative, opening areas for housing while reducing land for industrial uses. Hotels are permitted in nearly every zone, while housing remains largely prohibited in some of these new zones. The council also received public comment regarding Metro's actions concerning the BRT and SB 79, with a speaker congratulating the city attorney's team for fending off an injunction against Burbank's permit approval for the BRT and urging the city to post court transcripts and lobby against SB 1361.
