City Council Approves $120,000 Contract for Financial Advisory Services with PFM

Playhouse Square DORA Approved by City Council
Council approved an emergency ordinance (557-2026) creating a Designated Outdoor Refreshment Area (DORA) in the Playhouse Square district. The DORA will be activated for limited special events (four to five times a year) and aims to support economic development and allow patrons to carry open containers within the designated area under specific conditions. Concerns were raised by some council members about the limited scope, potential for future DORA expansion, and the lack of activity at the previously established East 4th Street DORA. The Playhouse Square representatives assured robust safety, sanitation, and operational plans.
City Council Approves Chain of Title for Project Scarlet Mixed-Use Development
The committee approved an emergency ordinance (686-2026) authorizing the city to acquire and reconvey properties at 2060 East 9th Street (Project Scarlet) from East 9th Scarlet LLC for the purpose of entering into a Tax Increment Financing (TIF) agreement. The project involves redeveloping the vacant Rose and Sloan Buildings into a mixed-use development featuring 170 residential apartments, a Marriott Tribute Hotel with 121 rooms, and 33,000 sq ft of commercial space. The estimated total investment is $126 million, with significant public sector assistance including a projected $16 million TIF. Concerns were raised regarding the lack of affordable housing, the choice of First Energy over Cleveland Public Power, and the need for more rigorous oversight of community benefits and minority participation.
City Council Approves TIF for Helen Keller Cone Project on Superior Avenue
The committee approved two ordinances (695-2026 and 696-2026) authorizing the Director of Development to enter into a Tax Increment Financing (TIF) agreement with RJL 2230 SA Holding LLC and/or its designate for the Helen Keller Cone project at 2202 Superior Avenue. The project involves the historic rehabilitation of two former textile buildings into market-rate apartments, parking, and commercial space. The TIF is projected to provide an estimated $3.7 million benefit to the project over its term, while CMSD is expected to benefit approximately $6 million. Discussions included the project's scope, cost, financing, community benefits agreement, and the use of Cleveland Public Power vs. First Energy.
