Mayor Ward read a letter to Dr. Brody outlining requests from the Pleasant Street Neighborhood Association: limit street closures to necessary times, construct sidewalks on both sides of Northwest Fifth Street, work with the historic preservation board on gate/sign design, and install signs at both ends of the closed street portion indicating it's open to pedestrians and cyclists. Dr. Brody stated Santa Fe College is committed to being a good neighbor and will enhance the area with sidewalks, benches, and trees. However, he could not discuss specific requests due to pending litigation initiated by the Pleasant Street Neighborhood Association (PSNA). Thomas Hawkins clarified that PSNA filed for a quasi-judicial hearing, not litigation, regarding the building's compliance with the comprehensive plan and code. Attorney Nee explained the quasi-judicial process and the high standard for overturning staff decisions. Commissioner Duckenwalker, Eastman, and Chestnut expressed support for the project while acknowledging community concerns and the need for collaboration. The timeline for the project is completion by fall 2027.
Public Comment Criticizes GRU Litigation, Budget Practices, and Utility Assessments
During public comment, Jim Conish criticized the city's budget development, urging an end to litigation over GRU control and advocating for a new model. He pointed out issues like the city paying GRU for county streetlights and questioned in-kind transfers from GRU to the city, calling them 'under the table' accounting. Conish also noted that GRU has not made headway on debt reduction despite a cut in direct transfers and is attempting to borrow $500 million. He applauded the city for moving solid waste and stormwater assessments off GRU bills but warned of 'sticker shock' in November due to these new ad valorem assessments. He urged the GRU Authority to notify low-income residents of hardship exemptions for stormwater, solid waste, and fire assessments.
