Downtown Lynen CID Powers Amended, Lynen Block 25 CID to be Terminated
The City Council considered a petition to amend the Downtown Lynen Community Improvement District (CID) to expand or clarify its powers, specifically to lease real property. This amendment is related to project improvements within the district. Additionally, the council heard a petition to terminate the Lynen Block 25 CID, which was established in 2019 for the Fairfield Inn Suites project. The hard public improvements funded by this CID are complete, and the developer wishes to dissolve it. This dissolution will roll back the 1% sales tax on the property and allocate remaining funds to a portion of the right-of-way for the North Oak roundabout, outstanding CID bills, and the remainder back to the city. The CID board met and approved these actions.
Gladstone Unveils Five-Year Storm Water Management Plan Focused on Water Quality
The City of Gladstone presented its five-year storm water management plan, required by the EPA and Missouri Department of Natural Resources, to the City Council. The plan, effective from 2021, needs renewal as it expires this year. It focuses on six minimum control measures: public education and outreach, public involvement and participation, illicit discharge detection and elimination, construction site runoff, post-construction storm water management, and pollution prevention and good housekeeping. Key activities include maintaining a storm water web page, stenciling storm drains, participating in environmental committees, publishing annual articles, identifying litter prevention and pickup as a target pollutant, operating a regional yard waste recycling facility, hosting cleanup events like the spring beautification and household hazardous waste mobile events, stenciling all new storm drains, and making presentations to elementary schools. The plan also involves updating GIS mapping, inspecting storm water outfalls, investigating and eliminating illicit discharges, and performing routine cleaning of the sanitary sewer collection system. For construction sites, erosion control measures are required for land disturbance activities, with the city requiring permits for disturbances over 200 square feet. Post-construction management focuses on reducing storm water volume from new developments through features like rain gardens and bioswales. Municipal operations include inspections of facilities, street sweeping, inlet cleaning, and spill prevention. The draft plan is posted on the city's website for public comment, with a presentation to the EMAC committee planned before submission to the permit application by the end of July.
Resident Advocates for E-bike Infrastructure and Safety Measures
During the 'Communications from the Audience' segment, a resident expressed gratitude for the new dog park and discussed the city's ordinance on e-bikes. He noted his class 2 e-bikes pose no issues with current trail and sidewalk usage, but acknowledged the need for regulations due to faster e-bike models. He mentioned developments in nearby areas with bike lanes and signage, some of which faced controversy. He expressed a desire to use his e-bike for commuting and suggested increasing awareness through 'Share the Road' initiatives and identifying dedicated bike lanes, particularly on busier streets, to separate bikes from traffic.
