The City Commission approved resolutions related to an Industrial Development District for Honey Crisp Ventures at 2210 Northridge Northwest, within the Walker View Industrial Park. This approval designates the project as a speculative building, intended to preserve the opportunity for a future qualified tenant. City Highlights Community Emergency Response Team and Enhances Preparedness Efforts
The City Commission received a presentation on the Community Emergency Response Team (CERT) program and other community engagement efforts by the Office of Emergency Management (OEM). The city has structured its program into Level One (3-hour preparedness training, including 'make a kit, build a plan, be informed') and Level Two (6-week training to become a CERT volunteer). The program has seen high demand, with over 200 people trained in Level One and 95 active CERT volunteers by Spring 2026. CERT volunteers have been activated for a water distribution event and participated in numerous community events. The OEM also highlighted its interactive preparedness sessions, partnerships with community groups, and its emergency alert system, which has over 16,000 registrations and recently transitioned to the Everbridge platform for more customizable alerts. Discussions also focused on addressing emerging challenges like wildfire smoke, enhancing emergency alerts to include actionable resources and check-ins for vulnerable populations, and incorporating psychological first aid into recovery efforts. Commissioners emphasized the need for improved public awareness of alert systems and resources, the importance of addressing climate change impacts such as smoke, and the necessity of a holistic approach to emergency response and recovery that includes mental and emotional well-being.
Brownfield Plan Amendment and NEZ Approved for Indiana Northwest Residential Project
The City Commission approved a resolution for a Brownfield Plan Amendment and a related Neighborhood Enterprise Zone (NEZ) exemption for a project located at 335 and 343 Indiana Northwest. This project, referred to as Ross Bacon, involves the development of 29 new residential units, with six units dedicated to 80% area median income affordability. The project includes $1.38 million in eligible activities, primarily related to rent loss associated with the housing development. The NEZ is approved for 15 years due to the housing investment criteria. The development will replace an existing blighted building, with demolition planned. The project aims to start construction in Summer 2026. Commissioners inquired about the timeline for addressing the blighted building due to safety concerns.
City Approves Social Districts for Firebird GR LLC and The Apartment Lounge
The City Commission approved resolutions for the establishment of a social district for Firebird GR LLC at 526 Stocking and for 33 Sheldon Northeast, identified as The Apartment Lounge. The Firebird GR LLC location is noted as the former site of 'turnstiles'. The Apartment Lounge, the oldest gay bar in Michigan, is within the downtown social district. These approvals allow patrons to consume alcoholic beverages in designated outdoor areas associated with these establishments.
City Awards Contract for Comprehensive Mobility Blueprint Development
The City Commission approved a resolution to award a 24-month contract to TY-Lynn International Great Lakes Inc. for consulting services to develop a comprehensive, long-range transportation plan for the city, known as the Mobility Blueprint. This plan will establish a roadmap for safe, equitable, and sustainable mobility citywide, looking approximately 20 years into the future with five to ten-year actionable steps. The project scope includes aligning with existing city plans such as the Community Master Plan and the Equitable Economic Development and Mobility Strategic Plan, coordinating with current planning efforts like the GR Forward plan and the Parks and Rec Master Plan update, extensive community engagement, and developing a project prioritization methodology. The total budget for this project is approximately $500,000, with significant portions allocated to community engagement and project priorities/initiatives. The selection process involved a review of nine proposals and interviews with the top three teams, with TY-Lynn International Great Lakes Inc. chosen for providing the best overall value. Commissioners engaged in extensive discussion regarding the project's scope, budget, community engagement strategy, and the integration of emerging technologies and policy considerations, particularly concerning pedestrian and cyclist safety, and the potential impact of future infrastructure decisions.
