City of Kenner Council Meeting for July 24, 2026

E-bike and E-scooter Regulations Clarified Amid Safety Concerns
During a discussion about e-bikes and e-scooters, it was clarified that these devices can be ridden on streets, roads, and highways similar to bicycles, provided riders abide by traffic laws. However, if they exceed 20 mph, riders must have insurance, a driver's license, and a helmet. Enforcement is challenging as officers must track speeds. The council is considering legislation to address these emerging safety concerns, looking at what has worked in other communities, and exploring the possibility of school outreach programs regarding safety.
Kenner Loop Bus System Undergoes Major Efficiency Upgrades
The City Council discussed and approved changes to the Kenner Loop public transit system. Key improvements include adding stops at the Social Security office and a hospital, addressing issues with bus stop signage (which were previously broken or missing), and streamlining the route to reduce travel time. A new 'lift zone' system will be implemented, allowing residents to call for transit to their nearest bus stop or transfer station. The changes aim to make the system more efficient, cutting an estimated 40 minutes off the ride, and reducing the presence of large buses on residential streets.
Kenner Police Department Grows Staff to 150 Sworn Officers; Launches Motors Division
Chief Connley provided an update on the Kenner Police Department's staffing and the establishment of a new motors division. Four years ago, the department had approximately 100 sworn officers, but through recruitment efforts, they have increased to about 150 sworn officers. The new motors division has finished most of its training and is intended to address complaints about e-bikes and e-scooters, particularly on walking paths and streets. The department has also seen success in rapid response to incidents, as demonstrated by a recent situation involving a vehicle involved in a New Orleans shooting that was quickly surrounded in Kenner.
City Council Commends IT Department for New, Cost-Free Voting System
The City Council approved a resolution commending the Information Technology Department for their work on a new voting system. This system, which utilizes iPads for requesting to speak and displaying votes, was implemented at no cost to taxpayers or the general fund. The resolution honors Natalie Tortaglia, Terresa Hastings, and Kenneth George for their contributions to improving council meetings for citizens and ease of operation for council members.
Kenner Police Department Receives Federal Grants for Child Abuse and Victim Assistance Programs
The City Council approved two ordinances authorizing the acceptance of grants from the United States Department of Justice, Louisiana Commission on Law Enforcement, for the Kenner Police Department. Ordinance 15B accepted a grant of $64,136 for a child abuse program, with a city match of $16,041. Ordinance 15C accepted a grant of $40,12 for a victim's assistance program, with a city match of $10,026. Discussions also occurred regarding the accounting of these funds, particularly ensuring that grant money does not supplant existing budgeted funds, with assurance given that the match money was budgeted but the grant funds were not specifically budgeted for payroll.
