This project originated from a 2017 action plan and has received federal funding on the third attempt. The study will identify right-of-way constraints, potential solutions, and estimate costs, with the goal of leveraging this data for design and construction funding. The project is expected to improve daily multimodal access to schools and BART, while also enhancing evacuation capabilities. The federal agreement is anticipated in 2026, followed by consultant selection, outreach, and approximately 9-12 months for design work. The project aims to be operational by fall 2027. The presentation also touched upon the contrast with the Lafayette Moraga Trail, noting its longer length and potential higher cost for modification.
BART CFO Details Financial Challenges and Improvement Investments, Warns of Service Cuts Without Funding Measure
Joe Beach, CFO of BART, presented an update on BART's financial situation and investments made to improve rider experience. He highlighted new faregates, increased cleaning, and the success of tap-and-ride payment options. Beach detailed BART's efforts to regain ridership post-pandemic, noting a tripling of ridership since FY21 and a significant increase in customer satisfaction. He concluded by explaining the alternative service plan if the revenue measure fails, which would lead to unprecedented service reductions.
CCTA Outlines Future Transportation Expenditure Plan, Highlights Key Projects and Community Engagement
Tim Hail, Executive Director of the Contra Costa Transportation Authority (CCTA), presented an update on the development of a future transportation expenditure plan, building on Measure J. He detailed CCTA's roles, including countywide transportation planning, administering Measure J funds, and its function as a Congestion Management Agency. Hail highlighted Measure J's impact, generating $2.6 billion, with funds allocated to projects and programs based on sub-regional needs. He discussed CCTA's six key roles, emphasizing its focus on project and program delivery, including innovative projects like the countywide smart signal system. Hail provided updates on key local projects: the countywide emergency evacuation study, now awarded to DKS Associates and slated to begin in the fall, and the Moraga smart signals project, which is being advertised for construction and expected to be operational by fall 2027. He also outlined CCTA's vision for the future, CCTA 4.0, focusing on mobility hubs, placemaking, and resiliency. The presentation detailed the three transformative visions for the countywide transportation plan: a complete transit network, people-first streets, and a reliable freeway network. Hail discussed the need for a future transportation expenditure plan, building on Measure J, and the importance of community engagement, including the use of a website for feedback and upcoming interactive sessions. He stressed the need for collaboration and support from local jurisdictions for the potential passage of a future measure.
