North Glenn Considers Stormwater Fee Increase to Fund Infrastructure Repairs
The city council is considering a resolution to increase stormwater impact fees from $2 to $7 per month for residential customers and from $20 to $70 per acre per month for commercial customers, effective January 1st, 2027. This increase is proposed to address the deteriorating condition of the stormwater infrastructure, with a portion of the system rated in poor condition and some parts inaccessible. The increase is intended to fund critical capital improvement projects, including the top five recommended projects estimated to cost several million dollars, and to maintain a stable fund balance. Centennial Park Redesign Plans Unveiled, Time Capsule and Celebration Details Shared
The city council reviewed plans for the redesign of Eleanor M. Wyatt Centennial Park and Sculpture Garden, part of the Sesquicentennial celebration. A committee, comprising diverse community members and stakeholders, has been working with designers to enhance the park's essence, preserve existing trees and sculptures, conserve water, create gathering spaces, and re-establish formal gardens. Seven demonstration gardens are proposed, including Mediterranean, Mountain, Plains, Formal (incorporating the Liberty Bell and time capsule), Bird Sanctuary, Japanese, and a new Southwest Desert Garden. The design prioritizes native, low-water plants and aims to make the park a destination with meandering paths, varied seating, and space for 22 sculptures. The committee is also assembling a time capsule for burial in 2026, to be unearthed in 2076, and planning a community celebration on August 1st.
North Glenn Council Reviews May Financials, Approves Vendor Fee Elimination
The city council reviewed the May financial update, noting a general trend of 0.8% decrease in sales and use tax revenue year-over-year through May. Auto use tax was down 4.2%, major closures contributed to a 20% decrease in related taxes, and marijuana tax continued its decline, down 15%. However, tax collected by geographic area was up 3.3%, driven significantly by out-of-state/online sales which increased by 11.6%. General fund revenues were flat when excluding a water fund transfer, and expenditures were down 7% due to unbudgeted capital investments and frozen positions. The water fund saw a 4.6% increase in revenue, with consumption up 4.6%, though single-family residential conservation was positive. Wastewater revenues increased due to a rate hike, while stormwater and sanitation funds also saw revenue increases. The council also discussed and approved a resolution to eliminate the 1% vendor fee, effective January 1st, 2027, following system updates.
North Glenn Council Approves Municipal Court Staff Reclassification, Net Savings
The city council considered amendments to the 2026 pay plan and personnel summary, primarily to reclassify a municipal court position from Administrative Clerk to Legal Secretary and increase its full-time equivalent (FTE) from 0.5 to 0.75. This change aims to improve recruitment and retention for support of the prosecuting attorney and court supervisor. Concurrently, the city proposes reducing the FTE for court clerks from four to three, following a retirement. The net effect is a reduction of 0.75 FTE and an estimated budgetary savings of $33,000, with greater overall savings due to the retirements. The council approved the amendments, allowing for immediate recruitment for the Legal Secretary position.
North Glenn Adopts New Building Codes, Calls Special Election for Accommodation Tax Increase

The resolution specifies a 90-day window for public outreach and engagement before becoming effective. The council also unanimously approved a resolution calling for a special election on November 3rd, 2026, to allow voters to decide on a proposed increase in the sales tax on accommodation services from 5% to 8%. The city attorney emphasized that this is a tax subject to voter approval, distinguishing it from the stormwater fee, which is a regulatory fee.
